Conditions of booking Burgh Reading Room

All applications for the hire of the Reading Room must be in writing on the form printed for this purpose and forwarded on completion to the Booking Secretary, Burgh Reading Room Management Committee. The person by whom this application form is signed shall be considered the Hirer.

Where a promoting organisation is named that organisation also shall be considered the Hirer and shall be jointly and severally liable hereon with the person who signs the form.

The charge for hire is per current tariff and if the hirer cancels the booking less than 7 days of the proposed hire then it is at the Management Committee’s discretion as to whether full monies are refunded to the hirer.

No excisable liquor shall be sold or supplied unless an occasional license for the Reading Room shall be in force at such time and the hirer shall produce such license to the secretary before the commencement of the hiring.

All the terms conditions and restrictions upon the license for public dancing, singing, music and other public entertainment of the like kind in the Reading Room shall be observed. A copy of such license and the terms conditions and restrictions is displayed on the main notice board in the Reading Room and the hirer shall be deemed to have notice of all contents.

The hire of the Reading Room does not entitle the hirer to use or enter the premises at any time other than the specific hours for which the Reading Room is hired unless prior arrangements have been made with the Secretary.

The hirer shall not sub-let the Reading Room or any part thereof.

The hirer is responsible for all damage to the Reading Room premises and to any property in the Reading Room occurring during the period of the hiring or whilst persons are entering or leaving the Reading Room pursuant to the hire, however and whomever caused.

The Management Committee of the Reading Room shall not be responsible for any loss of or damage to any property arising out of the hiring or any loss, damage or injury which may be incurred by or be done or happen to any person or persons resorting to the Reading Room during the hiring arising from any cause whatsoever or for any loss due to any breakdown of machinery, failure of supply of electricity leakage of water, fire, government restriction or act of God which may cause the Reading Room to be temporarily closed.

Or the hiring to be interrupted or cancelled and the hirer shall indemnify the owner against any claim which may arise out of the hiring or which may be made by any person resorting to the Reading Room during the hiring in respect of any loss- damage or injury.

The right of entry to the Reading Room is reserved to the secretary and any other agent of the owner and any police officer at any time during the hiring.

The hirer shall be responsible that good order is kept in the Reading Room during the hiring and the Management Committee may, if their representative thinks fit, charge the hirer for any extra expense they may incur for engaging police constables to preserve order prior to, during or after any entertainment or meeting in the Reading Room.

The Management Committee of the Reading Room reserves the right to put a stop to any entertainment or meeting not properly conducted.

No bolts, nails, tacks, screws, pins or other like objects shall be driven into any part of the Reading Room nor shall any form of adhesive materials be used to stick placards or other articles to surfaces or walls.

The hirer shall at the expiration of the period of the hiring leave the Reading Room in a clean and orderly state.

Property of the hirer and hirer’s agents must be removed at the end of the hire period unless previous arrangements have been made for storage. The Management Committee of the Reading Room accepts no responsibility for any property left on the premises after the hiring.  In the case of bazaars, jumble sales and any other occasion when property is brought into the premises for sale, any property remaining unsold at the termination of the hiring will be considered to be the property of the hirer for the purpose of this condition.

No flags, emblems or other decoration shall be displayed outside any part of the Reading Room without the previous consent of the secretary.

The hirer shall remove any flag, emblem or other decoration displayed inside the Reading Room if in the opinion of the secretary it shall be unseemly or expose the Reading Room to an undue risk of fire or is likely to lead to disturbance of breach of the peace.

No exits may be blocked, chairs or other obstructions placed in corridors or fire appliances removed or tampered with.

The hirer will ensure that no additional lights or extensions from the existing electric light fittings are used.

No part of the Reading Room shall be used for the sale of carpets or furniture or real property by auction unless authorised by the Management Committee.

The seating and dancing capacity of the Reading Room given in the schedule is the maximum allowed by the licensing authority and the hirer undertakes that these limits will not be exceeded.

The hirer shall be responsible for ensuring that all regulations which shall from time to time be exhibited on the notice board in the Reading Room relating to fire and any other hazard are duly observed.

The Management Committee reserves the right at any time and without giving any reason whatsoever to refuse to accept any application from the hirer for the booking of the Reading Room.

Where in the opinion of the secretary there has been a breach of these conditions or a disturbance or damage has been caused during the period of any hiring. The Management Committee reserves the right at any time to cancel any further bookings without giving any reasons.
No application shall be deemed to have been accepted until written confirmation is received by the hirer.
The hirer shall be responsible for ensuring that all vehicles are parked so as to cause no obstruction to private driveways, service or emergency vehicles or to any other road users.

The hirer shall acquaint themselves with the location of fire exits, fire extinguishers and where appropriate the fire blanket.
